Five kinds of products enter the first batch of waste electrical and electronic recovery catalog

On May 18, the National Development and Reform Commission ended publicly soliciting opinions from the public on the “Disposal Catalogue of Waste Electrical and Electronic Products (First Batch, Consultation Draft)” (hereinafter referred to as the Catalogue). TVs, room air conditioners, refrigerators, washing machines, microcomputers and other types of products appeared in the draft. According to informed sources, the above five categories of products will become the first products to be recycled and dismantled in accordance with national standards in the “Management of Waste Electrical and Electronic Product Recycling Regulations” (hereinafter referred to as the “Regulations”) implemented in early January of next year.

The State Council approved the above regulations on February 25, 2009, but it will not be formally implemented until January 1, 2011. During this period of time, the National Development and Reform Commission, the Ministry of Environmental Protection, the Ministry of Industry, and other relevant ministries and commissions have been working out and adjusting the "Catalogue of Disused Electrical and Electronic Products" and the establishment of a waste electrical and electronic product processing fund.

The reporter was informed that the catalogue is a supporting rule for the implementation of the regulations. It will be clear when the different waste household electrical appliances are included in the national level in stages and the recycling and dismantling shall be carried out in strict accordance with national regulations. The five major categories of products listed in the first batch of this announcement are the same as those in the previous five countries that implemented the “old-for-new” policy and enjoyed 10% subsidy from the country.

Industry insiders pointed out that the introduction of this regulation was first made at the national level, and the recycling and dismantling of a large number of waste electrical and electronic products that existed in the current market were clarified and embarked on a track of scale and industrialization. At the same time, for many home appliance manufacturers and sellers, they have also found new development projects and support points.

This reporter learned that, as early as a few years ago, Changhong, TCL, Haier and other home appliance giants have been involved in the recycling of waste electrical and electronic and dismantling fields. Industry observer Zhang Yanbin pointed out that, referring to the relevant experiences and models of Japan and the European Union, the recycling of used products will be a huge “hidden gold mine” for enterprises. The reuse of resources after the dismantling of waste products and the re-listing circulation of old products can bring about a good market space for the company.

However, appliance manufacturers and sellers engaged in recycling must be qualified for waste electrical and electronic products. Undoubtedly, this will set off a new round of reshuffling and elimination of existing waste electrical and electronic recyclers on the market. The nationwide implementation of the “renewal of old” policy for home appliances will also play an active role in promoting it.

The reporter also noted that in the short term, the state will also establish a waste electrical and electronic product processing fund to subsidize the recycling of waste electrical and electronic products. In May this year, the National Development and Reform Commission took the lead, and 10 units including the China Household Electrical Appliances Association jointly held a fund seminar to collect the fund's principles, collection levels, and channels for producers of electric and electronic products; the fund's target for subsidies, subsidies, and subsidies. The level and the management and supervision mode of the fund have done more in-depth research. It is expected that this fund will be established within the year.
