Hainan Provincial Department of Construction, Development and Reform Department, and Department of Finance jointly drafted the “Opinions on Strengthening the Use of Electricity by the Public Lighting in Cities and Towns and Promoting Green Lighting Projects†in 2011 to promote energy saving and consumption reduction of public lighting.
The province plans to select three or five projects for pilot projects to be submitted within the province. For the selected project, except for the one-off grant of 50% of the project cost from the surplus of urban public utilities (lighting) in the province, the lighting electricity tariff approved by the general lighting source will not be reduced within three years as a Pilot project management department maintenance subsidies.
The street lamp used in the province’s experiment was a semiconductor light (LED). After preliminary tests, this 120-watt street light consumed only 6.1 degrees in 28 days, and the power saving rate reached 85%. Since 2011, three energy-saving streetlight pilot projects have been launched on the road in Haikou City, Hainan Province.
