I. Project Description:
Datang China Huacaizhao Co., Ltd. Jinzhushan Thermal Power Generation Branch # 1 unit boiler low nitrogen combustion system optimization and transformation. Project location: Taiping Village, Shatangwan Town, Lengshuijiang City, Hunan Province. Contracting period: Class B maintenance period for Unit #1 in 2017 (45 days duration) (specifically, the contract is mainly used).
Second, the scope of the tender:
The scope of this bidding is the optimization and reconstruction of the low-nitrogen combustion system for #1 unit boilers. It requires the bidders to combine the actual conditions of the combustion system of #1 boiler and optimize the design and transformation to ensure that #1 boilers can achieve NOx at 50% to 100% ECR. Emission concentration: The maximum value is not more than 750mg/Nm3, CO emission concentration is not more than 80μL/L.
The bidders will evaluate the existing low-nitrogen combustion system around the purpose of transformation and propose corresponding transformation plans to provide the bidder with a complete set of low-nitrogen combustion system optimization and transformation, including all design and equipment manufacturing (including on-site production equipment). Equipment, materials and materials supply, transportation, construction and equipment installation, commissioning, technical service, personnel training, testing, inspection, after-sales service, etc., adjustment trial operation and performance acceptance are all included in the scope of this tender.
The detailed work content and technical requirements shall be based on the final record of the bidding documents.
Third, the bidder's qualification requirements:
The bidder shall have the ability to perform the contract satisfactorily and shall meet the following conditions:3.1 The bidder has registered within the territory of the People's Republic of China with the right to an independent legal person and to independently enter into a contract.
3.2 The bidder shall have the Grade A design qualification for environmental engineering (air pollution prevention and control project) issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China, or the qualification for professional contracting of environmental protection engineering grade 3 or above.
3.3 If the installation is subcontracted, the sub-contracted unit must possess the qualifications of professional contracting of mining and recruiting engineering or the qualification of professional contracting of electromechanical equipment installation engineering at level 3 and above, and the special equipment installation and renovation permit (boiler).
3.4 has a perfect quality management system and safety management system.
3.5 Bidder's contract performance of at least two 600MW coal-fired generator set boilers with low-nitrogen burner retrofit (the 600MW coal-fired generator "W" flame boiler has a better performance in the retrofit of low-nitrogen burners, and it is installed, commissioned and operated. No significant equipment quality problems or effective improvements have been identified.
3.6 The bidder has good bank credit and business reputation and is not being ordered to suspend business, property is taken over or frozen, and bankruptcy is underway.
3.7 This tender does not accept the consortium bid. The legal representatives are two or more legal persons of the same person. The parent company, a wholly-owned subsidiary and its holding company may not submit bids at the same time.
